Mayor

The Mayor is the City’s Chief Executive Officer and is responsible for ensuring that all laws and ordinances are enforced within the City. As the head of the City’s Administration, the Mayor directs the day-to-day operations of all departments and the delivery of City services and programs. In addition, the Mayor is responsible for providing leadership in the creation of a shared policy agenda that prioritizes the needs of the community and for proposing policies and an operating budget to achieve those priorities. The Mayor has the ability to approve or veto all official acts of the City Council and the Minneapolis Park and Recreation Board of Commissioners. The Mayor appoints and directs the heads of the City’s operating departments and is the primary representative and spokesperson of the City government.

The 2025 annual rate of pay for Mayor is $140,812 plus benefits.

City Council

The City Council is the legislative and primary policy-making body of the City and holds the City’s legislative, general policymaking, and oversight authority. As a legislative body, the Council is responsible for enacting local laws to govern the community and public policies to regulate the City government Individual Council Members represent the interests of their wards and constituents, acting as facilitators and ombudsmen to connect constituents with government services and programs. The City Council operates with a committee system to address and make recommendations on a wide range of proposals within each committee’s delegated subject-matter jurisdiction. Committee recommendations are forwarded to the full Council for its consideration.

The 2025 annual rate of pay for Council Members is $109,846 plus benefits.

Board of Estimate and Taxation

The Board of Estimate and Taxation is responsible for setting the maximum tax levies for certain tax funds in the City. The Board is also responsible for the issuance of the City’s General Obligations Bonds (excluding the Tax Increment Bonds). The Board consists of the Mayor, the City Council President, the chair of the Council’s standing committee with budget oversight responsibilities, a commissioner of the Park and Recreation Board, and two members elected at-large for four-year terms. Two at-large positions will be on the ballot. Board meetings are typically scheduled for the second and fourth Wednesdays of the month.

The rate of pay is $35 per Board meeting.

Park and Recreation Board

The mission of the Minneapolis Park and Recreation Board is to permanently preserve, protect, maintain, improve, and enhance its natural resources, parkland, and recreational opportunities for current and future generations. Park Board Commissioners are responsible for developing park policies and enacting ordinances governing the use of park land. Every four years, nine commissioners are elected to this Board – one from each of the six park districts within the City and three that serve at-large. Board meetings are typically held the first and third Wednesdays of the month. Currently, eight commissioners each receive $17,418.44 annually and one commissioner, elected by the board as its President, receives $19,166.68 annually. Those rates will increase slightly for 2025.

Commissioners are also eligible for benefits.
